Request for Proposal for Transportation Technical Assistance 

PPACG staff is requesting proposals from professional consultants to provide on-call technical assistance for the regional travel demand model, land use model and Geographic Information System (GIS) program to ensure data, documents, plans and studies produced are as accurate as possible and are consistent with required federal, state and regional methodologies and policies.

Transportation Technical Assistance


These are the common questions we have been asked regarding the RFP for the Transportation Technical Assistance posting. If you have any additonal quetisons please email Will Mast at wmast@ppacg.org 

  1. Is the consultant required to have their own software licenses or will be able to use yours?
    The consultant should have their own license for the PTV Visum travel model software, and esri GIS software. PPACG licenses for these applications will not be provided to the consultant. If the consultant is recommending demographic/socioeconomic modeling software to be used, then the consultant should also have a license for that software, and PPACG will purchase their own license if needed.
  2. Per the RFP, and the fee requirement – are you just looking for Rates? With this being an on-call, it’s hard to place a fee for tasks that are unidentified at this point.
    PPACG is interested in rates for service, understanding that the total cost will be variable depending on project load.
  3. Per the RFP, in the Scope of services requirement on page 9, it talks about referencing the schedule. Again, it’s hard to manage a schedule with unidentified tasks at this point. How would you like us to address the scheduling?
    Per the Scope of Work and the description of Work Element 603, PPACG will begin working on the next Small Area Forecast (SAF) this year. This work will consist of reviewing the previous SAF and conducting a post report analysis, planning how the next SAF should be performed to better meet PPACG’s MPO planning requirements, and identifying which socioeconomic data should be collected to execute the new SAF. PPACG does not have a hard schedule for these tasks, and would like to collaborate with the selected technical services consultant to develop a schedule for these solutions. Consultants should include an estimated work schedule for successfully completing these tasks based on their own planning and modeling experience, and discuss their staff availability for assisting with these tasks and the other needs identified in the Scope of Work.
  4. Per the RFP on page 8, the insurance requirement, can we just provide our general liability coverage statement or would you like text there explaining we have the coverage?
    Providing a general liability coverage statement is acceptable.
  5. Per the RFP, on page 7 it states we can submit one digital copy of the proposal. Does this mean, it needs to be submitted in the office on a USB, submitted online, or by email?
