Population growth at Fort Carson affects enrollment in regional school districts, as well as demand for adult education. The Fort Carson Regional Growth Plan projects the demand for education services among three groups: general K–12 schoolchildren, special-needs children, and adults seeking further education and/or job-skills training
K–12 Education
PPACG continues to work with local school districts to monitor Fort Carson Soldier and family demographics, including growth and deployments, which have significant effects on enrolment. The below graph shows how enrolments in local school districts fluctuates from year to year.

The Growth Plan analysis addresses fluctuation in school enrollments throughout the region based on continued growth and ongoing deployments, as well as challenges faced by school districts, including providing services to students with special needs.

Adult Education
The Phase II Growth Plan also conducted surveys to better understand Fort Carson-related demand for workforce training and adult education services. The Growth Plan team works with representatives from Fort Carson, the Pikes Peak Workforce Center, and local higher education institutions to help inform capacity planning for adult education and workforce development.
During Phase I and Phase II, a K–12 Education Partnership Group and an Adult Education/Workforce Partnership Group met regularly to help inform this analysis. The Phase III Growth Plan effort continues to work with the K–12 Education Partnership Group and coordinates with the Colorado Advisory Council on Military Education to address Adult Education issues.
