The Fort Carson Regional Growth Plan assesses the numerous public safety and emergency responders, particularly in Colorado Springs, El Paso County, and Fountain, to ensure that law enforcement, fire departments, and emergency service providers are prepared to meet existing and future needs.

A Public Safety Partnership Group comprised of representatives from the safety and emergency response sector met through Phase II as needed to help inform this analysis.

Phase I Overview (July 2008)

Phase II Overview (July 2010)
As noted in the Phase II supplemental report, issues related to behavioral health and substance abuse remain a concern for public safety agencies. Local partnerships and other efforts have emerged to assist Soldiers and family members.

The Phase III Growth Plan effort continues to monitor public safety and criminal justice issues related to military issues in the region. These efforts include the Veteran Trauma Court, a grant-funded program established in February 2010 to help provide eligible veterans with an alternative to incarceration; and the Civilian/Military Law Enforcement Collaborative, established in January 2009 to address common concerns, including communication of arrest data to the relevant military installation, legal issues (including intergovernmental agreements), and training partnerships.
