The Fort Carson Regional Growth Plan builds upon previously completed and ongoing land use and transportation planning efforts to assess the region’s roadway, transit, and non-motorized needs associated with projected travel demand. This effort also addresses land use and compatibility issues to help ensure that the region is prepared to address issues related to Fort Carson growth.
Because off-post transportation impacts affect multiple jurisdictions, Fort Carson, PPACG, CDOT, El Paso County, and other local and county governments have partnered to assess transportation needs associated with Fort Carson’s growth.
Phase I Overview (July 2008)
Phase I of the Growth Plan included separate reports on compatibilty, planning & zoning, and transportaiton:

Phase II Overview (July 2010)
The Phase II transportation report included an analysis of land use and transportation planning efforts for El Paso, Fremont, Pueblo and Teller counties, including refining the PPACG regional travel model to assess the impacts/needs related to the growth of Fort Carson and evaluating alternate growth scenarios through 2015 to assess how travel demand is influenced by different variables in Fort Carson growth (e.g., troop levels, relocation trends and off-post housing levels).

Phase II of the Growth Plan included an update on land use and compatibility issues in a supplemental report, available for download here.
Because of the overlapping impacts of Fort Carson growth related to compatibility issues (including land, air, water, bandwidth, and other resources), land use, and transportation, stakeholders impacted by and/or concerned with these issues meet jointly to assess impacts and implement recommendations of the Growth Plan. The Transportation, Land Use, and Compatibility Partnership Group meets periodically to assist in the Growth Plan analysis.
Phase Three Overview/Ongoing implementation
PPACG continues to work with Fort Carson, CDOT, local jurisdictions, and other stakeholders to monitor transportation, land use, and compatibility impacts related to Fort Carson growth and deployments. This map, for example, shows afternoon peak travel times to Fort Carson to help regional planners determine ongoing traffic-related needs.
Ongoing improvements to roadways, including State Highway 16/I-25/Gate 20, South Academy Boulevard, and State Highway 115 continue. For information on ongoing analysis, please view the following information:
