Fort Carson is proposing to activate an access control point at Gate 19, which is located south of Gate 20 in the Fountain area. Since the current roads accessing Gate 19 are substandard, analysis of future roadway improvements has been deemed to be necessary. This analysis, in the form of an improvements study, was proposed to include the total project scope, alignment, and cost estimates for the local roadways that would be affected by increased traffic using Gate 19 into Fort Carson.
A draft improvements study has now been completed and may be downloaded below. The study, which is based in part on a preliminary assessment conducted by El Paso County in 2008, encompasses the Charter Oak Ranch Road and Santa Fe Avenue corridor west of I-25 Exit 128 south and west to Fort Carson Gate 19. The study identifies those areas and properties that could be impacted by a future Charter Oak Ranch Road/Santa Fe Avenue road improvement project. The report, which includes alignment alternatives and conceptual roadway design sections, is organized so that appropriate sections can be inserted directly into a future NEPA document.
