PPACG Releases 2035 Regional Transportation Plan Update Fiscally-Constrained Project List for Public Review

Colorado Springs, CO – At its September meeting, the Pikes Peak Area Council of Governments (PPACG) Board of Directors approved release of the DRAFT Fiscally-Constrained Project List for the 2035 Regional Transportation Plan Update (2035 RTP Update). The draft plan is available here. Public comments are accepted through the website and at a public meeting at 4:00 p.m. on September 22, 2011, at the PPACG building (15 South 7th Street, Colorado Springs, CO 80905).

In order for projects to later be funded in the Transportation Improvement Program (TIP), they must be included in the fiscally-constrained long-range plan. On January 11, 2012, the 2035 RTP Update will be adopted by the PPACG Board of Directors. The RTP provides the foundation for all other aspects of transportation decision-making by establishing the vision and goals for transportation within a region and identifying strategies for implementation. The plan is also used by decision-makers to understand the broader social, economic, and environmental implications of their transportation and land use decisions.

In reviewing the draft project list, please note that the list identifies three categories of projects:

  1. Pages 1–5 identify projects that will automatically be included (grandfathered) in the 2035 RTP Update because they are locally funded, privately funded, or are already in the TIP.
  2. Pages 6–10 identify projects that are recommended for funding and for inclusion in the DRAFT Fiscally-Constrained Project List.
  3. Pages 11–21 identify projects that are not included in the DRAFT Fiscally-Constrained Project List because resources are not available to fund them.

In October, after the public comment period, the PPACG Board of Directors will be asked to approve the final fiscally-constrained project list to be used in the 2035 RTP Update.
